<p>The district insurance carrier, Blue Cross Blue Shield of Florida, is seeking 21.5 percent increase in tariffs.</p>
<p>&#8220;We hope to increase health insurance, but you do not really expect increased 21 percent,&#8221; said Heather Martin, executive director of district services business. &#8220;It&#8217;s very disappointing in these economic times.&#8221;</p>
<p>The actual increase may be coming at least a few percent below that, Martin said. Last year, for example, Blue Cross began to increase 18 percent. By tweaking the plan and increased deductibles and co-pay, both parties are brought down to 12 percent.</p>
<p>Martin said he hoped the increase this year will be closer to 15 percent and that the district insurance committee &#8211; comprisedstaff and two union members &#8211; has made progress against the number of visitors during the talks with Blue Cross for the day Wednesday.</p>
<p>Blue Cross declined to comment beyond the written statement issued through spokesman Mark Wright.<br />

<p>The School Board agreed last year to districts to absorb most or all of the increase in insurance premiums and should try to do the same thing again this year, said board member Sandra Nicholson.</p>

<p>The union received a raise last year in exchange for a smaller district that covers the cost of insurance premiums more. Insurance tends to dominate the conversation again this year, said Joe Vitalo, president of the Hernando Classroom Teachers Association.</p>
<p>Vitalo express the sentiments voiced by the various types of Americans and saying that Obama is motivating him to get health care reform done sooner rather than later.</p>
<p>&#8220;Perhaps the most legalized form of extortion in there,&#8221; said Vitalo.</p>
