The actual increase may be coming at least a few percent below that, Martin said. Last year, for example, Blue Cross began to increase 18 percent. By tweaking the plan and increased deductibles and co-pay, both parties are brought down to 12 percent.
Martin said he hoped the increase this year will be closer to 15 percent and that the district insurance committee - comprisedstaff and two union members - has made progress against the number of visitors during the talks with Blue Cross for the day Wednesday.
Blue Cross declined to comment beyond the written statement issued through spokesman Mark Wright.
